Wysłałem maila do przedstawiciela niemieckiej Mehr Demokratie dr Michaela Eflera i po jakimś czasie otrzzmałem odpowiedź. Wklejam oryginały.
"Dear Dr. Efler,
thank you very much for your kind answer. I have to admit, that I
didn't expected that I would be treated so seriously, as I am, as I
wrote in last email, (only) the sympathiser of polish More Democracy
movement. It is very nice of you.
Thank you for invitation to Berlin, but unfortunately, I cannot come.
Comming back to the "technical issues" - let me ask you following
questions (of course I understand if you find them too complicated just to
answer in an email)
1. Are you going to be a "mass party", if not, how are you going to fulfill
your political goals, by lobbying?
2. What is the main political goal of MD? (do you want to have
democracy in Germany like in CH?
3. What is the main idea to get more and more people to your movement
-internet, mainstream media? (Once I have asked my german colleague,
if he had heard about you. He had not)
4. Do you reach generally the young people? If so, do you have problem
with too much say anarchy - oriented members?
5. Is the increasement of amount of your members expotential (do you
experience the "Snowball effect")? If so, are you not affraid, that
the new people will control you and change the principal assumptions
6. Do you have any kind of constitution, saying, what you can or what you cannot
(for example prohibition of depriving the minorities the right of
voting). If not, do you trust the new people that they wouldn't
deprive you? Of course there are a lot of you now so you are not
endangered by this effect, but how it was previously?
7. Last but not least. Are you not affraid that some values /say:
"human values", I don't know: freedom of wear you like (muslims)/ would be
rejected by the country referendum. Are you going to establish a
mechanism to prevent this? Or you just don't care it?
Once again, thank you, and best regards
Wojciech Perlanski"
Odpowiedź
"Dear Wojciech,
1.: We have different strategical options: Lobbying, using direct democracy in the German länder (initiative on the initiative), media work. I don´t expext that Mehr Demokratie can become a real mass organization but we aim to have 10.000 members in a few years (now ~ 5.600).
2.: Our biggest goal is direct democracy (initiative & referendum). The swiss model is very inspiring for us but we will not simlpy copy it. We have to adapt it to the German circumstances.
3.: Internet and signature gathering on the street.
4.: We have a problem in attracting young people (under 30).
5.: Our growth is steadily and controlled. As a democrat you should never fear democracy.
6.: As every German "Verein" we have a statute (club rules). I trust most of our new members although in the recent past some of them, tried to "overtake" Mehr Demokratie. But they failed. So sometimes you have to be careful. But always stick to the democratic process.
7.: This is a big issue and you need to have answers on that. First, "human values" can be threatend by a referendum but they can also be threatened by the government or the parliament. It depends a lot on the society. Second, you need some procedural safeguards withtin the direct democracy process e.g. every initiative should be checked by the government/constitutional court whether it is constitutional or not before a referendum. And the amendment of the constituion must be more difficult than the amendment of a statute e.g. by demanding higher signature threshholds or a qualified majority (60%, 2/3) in the referendum.
If you have any additional questions or you don´t understand some of my answers feel free to contact me again.
All the best
Michael Efler"
Wkleiłem drugiego maila, jakiego do nich napisałem. Pierwszy był kurtuazyjny: czy mogę im zadać parę pytań.
Chciałbym zwrócić uwagę na to, że w paru kwestiach chyba się różnią od "polskiej edycji".
Może się mylę.
